MEETING DATELand Use Planning subcommittee is Thursday Feb. 2, 2012 at 6:30 PM at City Hall. Our agenda item is to review the City's maps and other land maps to determine the ownership of land both in the City limits and just outside the City Limits. Also we will review these maps to determine what category of use or uses these lands should be listed for in the Land Use Plan.

the Land Use Planning Subcommittee is meeting Jan 27 at 3:30 at J&R to continue the survey of the City for Land Use Planning purposes.
I have now heard back from Ruth Ann and Donna. We are ok with cancelling for Thursday evening. So no meeting Thursday. We are going to meet Friday at 3:30 PM and tour the City with a view for what and where to annex and what use to designate for those areas. Everyone is invited to come and put in their two cents. We are at the brainstorming stage of this and so brain power is needed.
We can meet and J&R Quickshop up on the hill next to Heavy Duty Trux at 3:30. There will be a sub committee meeting on Thursday at 6:30 pm, in the board room, to discuss the ordinances concerning zoning and property use.

Planning and Zoning Committee September 20, 2011 Present at the meeting were Thomas Bischof, Briney Welborn, Sue Welborn, Jim Roach, Maggie Roach and Bob Banks and Donna Deardorff. Motion was made by Briney Welborn that Thomas Bischof be appointed Chairman of the Committee. The motion was seconded by Donna Deardorff and passed unanimously. Chairman Bischof and the Committee discussed the overall project of establishing Planning and Zoning in the city. Three steps to get started on this overall project were set forth. First, a map needs to be created of the existing uses throughout the city. It would also be helpful to have a picture of each property in the city to document what its current use and function is. Second, a map needs to be created that specifies where the city wants to be for these uses throughout the city in ten years. Third, an assessment needs to be made of what the city has for resources for this Planning and Zoning project, especially what may have already been completed. Does the city already have a Land Use Plan? Chairman Bischof noted that the city already has the final step of an ordinance in the city code for Subdivision Regulations. Chairman Bischof appointed two subcommittees. The first subcommittee was comprised of Steve Larsen, Donna Deardorff, Jan Aslin, Jim Roach, Margie Roach and Mayor Scott Staggs. The task of this subcommittee was to draw and document the existing uses of all properties in the city. It was suggested that the subcommittee use the camera of Penny Walker Department Head of the Transportation Department to take pictures to document the current uses of each property in the city. The second subcommittee was comprised of Chairman Bischof and Bill Aslin whose job it is to find out what existing parts of this overall Planning and Zoning project have already been completed. It was suggested the following persons and groups be consulted to find out what, if anything, has already been completed: Don Harper, Joe Lloyd, Pam Wheeler, Raymond McAnally, Tom Milner and the Bootheel Regional Planning Commission. The next meeting of the Committee was scheduled for October 20, 2011, Thursday. Briney Welborn moved to adjourn the meeting, which was seconded by Donna Deardorff and unanimously passed. City of Bloomfield, Missouri October 27, 2011 Present at the meeting were Steve Larsen, Sue Welborn and Thomas Bischof. Meeting was called to order. This meeting was called because October 20, 2011 did not work for the members of the committee and so it was rescheduled for this evening. Steve Larsen reported on his Subcommittee’s activities of trying to document the current uses of the properties of the city. Mr. Larsen first expressed grave concern for the entire project, because he feared that where the Board of Aldermen had the final judgment on most matters in zoning, that there might be too many variances granted and exceptions allowed to the zoning ordinance. It was discussed that it would be very important to have each new board member educated as to the necessities and purposes of zoning and that any variance or exceptions to the provisions of the Land Use Plan and Zoning ordinance needed to be unusual and not the rule. Politics aside the Land Use Plan and Zoning ordinance needed to be followed as much as possible. Mr. Larsen said he had reviewed the ordinances of Bernie and Advance and that their ordinances had permitted buildings to be constructed within two feet of the main residential structure and that the ordinance of Bloomfield should set this at least at three feet. Mr. Larsen pointed out that Bernie had outlawed trailer homes except for those grandfathered-in or in an area zoned R-3. Advance permitted trailers to be replaced in the event of a fire but that the new trailer had to be less than five years old. Mr. Larsen reported that his subcommittee had taken some pictures of the nonconforming uses but there were very many uses he expected to not be approved by the zoning Ordinance. Mr. Larsen said that he had purchased maps for the use of the city with his personal funds and he brought the maps. Those present reviewed several of these maps produced by the County Assessor’s office. These maps could be placed side by side and would produce collectively a map of the entire city. Mr. Larsen said he would try to prepare a preliminary map of his suggestions for zoning for the city. The next meeting was scheduled for November 10. The meeting adjourned. |
